This map isn't flat — it has 5 levels of elevation. Ocean and Grass start at level 0, but slopes and cliffs can move up or down a level. Low slopes go up 1 level, high slopes go up 2 levels. Get it wrong and you end up with roads that dead-end into cliff faces or rivers flowing uphill into the sky.
